Solomon Islands' capital, Honiara is just a month out from hosting the biggest sporting event in the region.

But the Pacific Games have been over shadowed by a controversial multimillion dollar contract awarded to a barbarshop to supply toilet paper to the games.

Youth activist Regina Lepping said it's raised questions about the integrity of the tender process.

"It's hard to see how a barbershop gets a contract and it's prompted people to ask who the other bidders were," she said.

"So this issue is raising so many questions to different areas about catering to the games."
